The Future of Cultural Tourism Debated in China

By Bernardo Sabisky

The president of the Tourism and Society Think Tank took part as an external UNESCO adviser in an international meeting held in Hangzhou, where he advocated a tourism model focused on local communities, heritage protection and sustainable development.

Cultural tourism faces an unresolved question: how can destinations attract visitors without transforming what makes them unique? This challenge was at the heart of the contribution made by Antonio Santos del Valle, president of the Tourism and Society Think Tank (TSTT), at the fourth Liangzhu Forum, held from October 18 to 20 in Hangzhou, China.

Santos del Valle participated as an external UNESCO adviser in the international gathering dedicated to the protection of cultural heritage. His presence also attracted the attention of Chinese media, which interviewed him to learn his perspective on the future of cultural tourism.
Liangzhu: A Forum for Debating the Future of Heritage

Under the theme “Bridging the Past and the Future: Safeguarding Cultural Heritage for Our Times,” the forum brought together institutional representatives, international organizations and specialists to examine how to preserve the historical legacy and keep it alive in contemporary societies.

The event took place in the vicinity of the Liangzhu archaeological ruins, which were inscribed on the UNESCO World Heritage List in 2019. The site preserves the remains of an urban society that flourished more than 5,000 years ago in the Yangtze River Delta. This year also marks the 90th anniversary of its discovery.

Organized by China’s Ministry of Culture and Tourism, the National Cultural Heritage Administration and the Zhejiang Provincial Government, the forum addressed a challenge that transcends national borders: protecting cultural identity without turning it into a product intended exclusively for tourist consumption.
Sustainable Tourism: Putting Local Communities at the Center

During the high-level panel discussion “Embracing the Future: Cultural Heritage Preservation, Transmission and Sustainable Tourism,” moderated by Peter DeBrine, head of UNESCO’s Sustainable Cultural Tourism Programme, Santos del Valle joined Raphael Callou, Director General for Culture at the Organization of Ibero-American States, and Abdulrahman Alsuhaibani, Vice President of Culture at the Royal Commission for AlUla.

His argument began with a fundamental question: who is tourism being developed for?

The TSTT president argued that heritage should not be treated as a backdrop for visitors, but rather as part of the memory and everyday life of the people who inhabit each place. When properly managed, tourism can create jobs, strengthen community pride and help revive traditions. Without adequate planning, however, it can displace residents and distort cultural expressions.

As an example, he recalled experiences in rural areas where the revival of traditional crafts, routes and celebrations first helped strengthen local self-esteem and subsequently attract visitors.
Five Priorities for a Sustainable Tourism Strategy

As part of UNESCO’s forthcoming Sustainable Cultural Tourism Strategy, Santos del Valle proposed five areas for action:

Participatory governance: Involve local communities in decision-making.
Broader indicators: Assess tourism’s impact beyond visitor arrivals and overnight stays.
Proactive visitor management: Prevent overcrowding before it becomes a problem.
Benefits for local communities: Ensure that the economic value generated remains within the community.
Climate action: Integrate environmental sustainability into tourism planning.

These proposals are built around the concept of strategic tourism, which views tourism as part of a broader territorial development plan rather than as an isolated objective.
A Tourism Model That Leaves a Positive Legacy

Santos del Valle’s participation in the Liangzhu Forum, along with interviews conducted by China Central Television and Hangzhou Television, helped broaden the reach of his views on sustainable cultural tourism.

The central message is clear: success should not be measured solely by how many people visit a destination, but also by its ability to preserve its identity and create opportunities for its residents.

Ultimately, sustainable cultural tourism is tourism that helps keep heritage alive and enables communities to continue seeing themselves reflected in it, today and for generations to come.

Bernardo Sabisky
